Detailed procedure for Factory Registration and Grant of Licence of Other Than Hazardous Factory and Hazardous Factory
Hazardous Factory
As per Rule 2(o) of Maharashtra Factories Rules 1963, “Hazardous Factory” means a factory in which manufacturing process in carried out, involving use, storage, handling or processing of any substance which is flammable, toxic, explosive, highly reactive chemicals as defined in clause (a) of Rule 2 of The Maharashtra Factories (Control of Industrial Major Accident Hazards) Rules,2003 or "corrosive substance” as defined in sub-clause (a) of clause (1) of schedule XII prescribed under Rule 114 of the Principal Rules or where such substances are evolved in the manufacturing process.
Other Than Hazardous Factory
The factories which are not covered as Hazardous Factory under rule 2(o) of the Maharashtra Factories Rule 1963.
- 1. Log on to the web site www.lms.mahaonline.gov.in
- 2. Click on "Create Employer User Profile”.
- 3. Fill the information and complete the Registration procedure on MAITRI portal.
- 4. Fill the CAF (Common Application Form)
- 5. Select the service provided as Registration and Grant of Licence from Directorate of Industrial Safety and Health Department.
- 6. Fill the information and complete Form no.1 and upload the duly signed copy of the same on the portal
- 7. Upload recent photograph and signature Occupier.
- 8. Upload necessary documents- List mentioned herewith.
- 9. Pay the necessary fees online & submit online application
- 10. The application of the grant of license will be scrutinized by the department and if found ok, the conditional license will be granted within seven days.
- 11. The application of the grant of license will be scrutinized by the department and if found ok, the conditional license will be granted within sixty days. (For Hazardous Factory)
- 12. The issue certificate can be downloaded from the same login id
- 13. The application will be rejected if any incomplete or wrong information is furnished.
- 14. The applicant can apply again within 30 days from the rejection.
Necessary Documents for Factory Registration and Grant of Licence for Other Than Hazardous Factory and Hazardous Factory
- 1. Recent Passport size Photograph & Signature to be uploaded
- 2. Any one of the following documents to be uploaded as a identity proof
- Pan card
- Aadhar Card
- Driving licence
- Passport
- Voting card
- 3. A) If Public Ltd./Private Ltd. company
- List of director along with residential address.
- Memorandum of Association
- Form no. 32/12 of the Companies Act, regarding of appointment of Director
- Board of Directors resolution about appointment of Director as occupier (Certified by Company Secretary)
- B) In case of Partnership Firm
- Partnership Deed with duly Registered from Register of Firms.
- NOC of other partner for accord one partner an Occupier.
- In case Central/State Government Organization, an Order issued by an appropriate authority/G.R. in respect to the nomination of an Occupier.
- 4. If women workers are working in the factory then information about sexual harassment Complaint Committee
- 5. List of Raw material, intermediate, byproducts and finish product along with its quantity
- 6. Any one of the following document:
- Ownership document- leave and licence agreement
- MIDC allotment letter
- Form no. 7/12
- Tax receipt
- 7. Any one of the following document:
- Local authority NOC
- NOC from Grampachayat
- NOC from MunicipalCorporation/Municipal Council/Corporation
- NOC from MIDC
- MPCB consent letter
- 8. Any one of the following document:
- Electricity Bill
- Load Sanction letter
- 9. Declaration
- 10. Acceptance letter of Director as appointment of Occupier
- 11. Process flow chart
- 12. Description of Manufacturing Process
- 13. Rough Sketch of factory building showing Emergency Exits
- 14. List of Raw Material (including solvents/fuels/chemicals used if any) with maximum storage capacity and mode of storage, handling (Required for Hazardous Factory)
- 15. List of Finished products, Intermediate products including emission of toxic gases and by-products along with maximum quantities, method of handling, loading & transport.(Required for Hazardous Factory)
- 16. Details of likely hazards involved and methods to control them.(Required for Hazardous Factory)
- 17. Material Safety Data Sheets in respect of hazardous chemicals.(Required for Hazardous Factory)
- 18. Process & Instrumentation Diagram.(Required for Hazardous Factory)
- 19. Details of Chemical reactions carried out if any.(Required for Hazardous Factory)
- 20. Detailed policy with respect of the health and safety of the workers employed therein.(Required for Hazardous Factory)
- 21. Duly signed copy of Form no.1 (Required for Hazardous Factory)
- 22. Any other documents, if required, may be uploaded
